And yes, this is a Sailor Moon reference to the "Moon Prism Power, Make Up!" transformation sequence from the first season from the 90's.

I even love Avenger Chuck's funky and flexy eyebrows that he has~ And Usagi's close up is great too! Oh, I should mention that the "Chuck E. Up!" thing in the title is another reference but towards to Jake Long's dragon transformation when he says: "Dragon Up!" from 'American Dragon: Jake Long'.
P.S. Both transformations that I mentioned both kickass to this day.
