As for Necky, I'll say it's more of a ahoge, and a cute little one at that! Not part of his main design, but I can imagine it was added in there as a one time thing while wearing that suit that's been pictured in the meme. Even I saw him with alternate spiky hair (that could be from his own head hair instead of wearing a wig) on a few Famitsu covers!
As for the Warner brothers, I really don't got much to say unless if you wanna look at this older post of mine on showing other related examples here.
